We're on a journey to becoming a global company that actively opposes racism and all forms of oppression and bias. At Twilio, we support diversity, equity & inclusion wherever we do business.

About the job

This position is needed to drive the most strategic initiatives for the Infrastructure and Platforms that Twilio Products across the enterprise are built on. In this role, the Technical Program Manager will manage multiple programs from ideation through completion, including planning, implementation, delivery and support. This role will be a part of the Core Platform Program team which is chartered with driving some of the largest breadth, highest visibility initiatives at Twilio in a well-structured, scaleable, repeatable, program management approach. The Technical Program Manager will be responsible for supporting and enabling our cross-functional teams to execute these initiatives with increased quality, velocity, and value.

Responsibilities

In this role, you’ll:

  • Drive and manage multiple, simultaneous initiatives while working alongside members of the Core Platform team and other Twilio teams, from project inception to completion that align with top company objectives.
  • Collaborate with stakeholders to define project scope, objectives, success metrics and requirements.
  • Define goals, create milestones and deliverables and get commitments on execution plans across a large number of teams with dependencies on partners in other organizations.
  • Ensure stakeholder satisfaction by providing status and monitoring of program progression and performance.
  • Manage risk and issues throughout program execution, and lead the team to remove impediments in a timely manner including escalation when needed.
  • Drive decision-making by communicating goals and objectives; run inclusive, productive, and impartial meetings to ensure implementation or closure of actions.
  • Leverage industry program management standards (including SAFe and Agile mindset and principles) throughout the program lifecycle to drive the team towards best practices and value driven project delivery.
Qualifications

Not all applicants will have skills that match a job description exactly. Twilio values diverse experiences in other industries, and we encourage everyone who meets the required qualifications to apply. While having “desired” qualifications make for a strong candidate, we encourage applicants with alternative experiences to also apply. If your career is just starting or hasn't followed a traditional path, don't let that stop you from considering Twilio. We are always looking for people who will bring something new to the table!

Required:

  • 8+ years of experience in program and project management, 5+ years of driving cross-functional software initiatives; experience leading Infrastructure programs is a plus
  • Deep program or project management skills; must be able to effectively plan, organize and drive projects to completion; experience managing resources in a matrix environment, without direct authority
  • Demonstrated program ownership and consistent delivery on commitments with the ability to prioritize and meet deadlines; must demonstrate outstanding skills in areas such as time sensitivity, responsiveness, follow-through, accuracy and attention to detail
  • Strong facilitation skills and proven ability to persuade and influence change and enable collaboration in a cross-functional setting
  • A natural strategic problem-solver. You are comfortable with ambiguity and 80/20 thinking to quickly tease through complexity and bring structure to chaos. You effectively identify and articulate implications up and downstream, taking action or calling out as appropriate
  • Ability to move projects forward and influence stakeholders amidst ambiguous circumstances or project criteria
  • Ability to handle multiple competing priorities in a fast-paced environment

Desired:

  • Certified Project Management Professional (PMP), Scrum Master, SAFe Agilist, PMI-ACP, or other related project management certification
